Purpose of the Position
You will provide leadership and facilitate the processes that will ensure a well coordinated, coherent, strategic and effective WASH response at State level by a mobilized and adequately resourced groups of agencies, local communities, etc.

You will assist in ensuring a more coherent and effective response by mobilizing WASH Cluster agencies to respond in a strategic manner across all areas of activity and also enhance predictability of humanitarian crisis. This entails providing support to the WASH Cluster Coordination in West Darfur to enhance inclusion of key humanitarian partners, maintenance and strengthening of appropriate humanitarian coordination mechanism, coordination with national/local authorities and State institutions, emergency preparedness, planning and strategic development, application of standards, capacity building and monitoring and reporting.

Key Expected Results
Outcome of your work should include:

Timely sectoral analysis, input, support and collaboration to the Situation Analysis and its periodic update made for effective programme planning, development and management.

Knowledge management effectively promoted through drafting/finalizing key WASH sectoral programme documents and reports, sharing good practice, lessons learned, and knowledge/information exchange.

Quality of rights-based WASH programmes effectively promoted, and coherence, synergy and value added to programme management process through results-based management.

Sectoral work plan and activities formulated, implemented and monitored, ensuring alignment with the defined programme strategies and approaches.

Programme delivery, evaluation and reporting carried out efficiently, rigorously and transparently in compliance with the established guidelines and procedures.

UNICEF’s global goals effectively promoted through advocacy and policy dialogue in the WASH sector.

Qualifications of Successful Candidate
Advanced university degree in one of the following disciplines: Civil Engineering, Mechanical Engineering, Geology, Hydrology, or Sanitation Engineering, or a field relevant to international WASH-related development assistance. Additional training in Public Health and/ or Programme Communication an asset

Five years of progressively responsible professional work experience in the UN or other international development organization, including field work experience

Background/familiarity with Emergency situations

Fluency in English and another UN language

Background

Access to water and adequate sanitation is a global priority in the development of southern countries. Under the leadership of the United Nations, and guided by the Millennium Development Goals, many governments, NGOs, development organisations and private institutions have become involved in projects in this area. Rainwater harvesting is an age old method to collect and store water. Renowned organisations are involved in researching and promoting rainwater harvesting techniques, but there are only a few organisations focusing on large scale, fast and efficient implementation of rainwater harvesting capacity.

RAIN (Rainwater Harvesting Implementation Network) is designed to do just this. It is an international network, with a small central management unit in the Netherlands and a growing number of partner organisations in southern countries. RAIN’s overall mission is to increase access to water on a global scale through developing capacity for the collection of rainwater, to benefit vulnerable sectors of society and women and children in particular, with a focus on regions where other means of water supply are not viable or adequate.

RAIN started in December 2003 with a focus on field implementation of small-scale rainwater harvesting projects (low-cost and relatively easy to implement by local communities), capacity building of local partner organisations and knowledge exchange. After concluding a successful pilot phase and receiving a 5-year grant from the Dutch Ministry of Foreign Affairs, RAIN is now growing into a leading international network for rainwater harvesting implementation and knowledge management. RAIN has projects in 5 countries (Nepal, Ethiopia, Burkina Faso, Mali and Senegal) and will possibly expand its programme to additional countries in the near future. Lately, the programme has been growing, new funding came available and there are many challenges to successfully scale up the programme.

Job description

The RAIN Foundation is looking for an expert in the field of fundraising, communication and outreach with preferably several years of relevant experience in development work. The fundraising and communication expert (FCE) will be responsible for fundraising, promotion and communication within RAIN in order to increase RAINs outreach in the Netherlands and internationally. (S)he will work closely together with the RAIN team and will be ensuring the long term financial sustainability of the foundation. (S)he will actively identify and contact potential donors, in which creativity and a result oriented approach is expected, and will be responsible to the development of proposals to these donors.

Next to this, FCE will be responsible for RAINs communication strategy and plan. (S)he will be responsible for the development as well as the implementation of the communication strategy and plan, hence increasing RAINs visibility at a national and international level.

RAIN is looking for a highly motivated person to complement the RAIN team. The RAIN Programme Management Unit (PMU) consists of a small, dedicated team and working closely together as a team is essential. Open communication, a clear team spirit, resourcefulness, flexibility and solidarity with team objectives, are necessary skills. At the same time, s/he should be able to work in a result-oriented, independent way and take initiative. The FCE works under the programme manager of the RAIN programme.

The FCE should be willing and available to travel to (potential) partners and donors, trips to international conferences and seminars may also be part of the job.

The main responsibilities and tasks of the FCE

- Raise funds to ensure the financial sustainability of RAIN now and in the future, by actively identifying and contacting potential donors (from public & private sector and Dutch society) and developing proposals;

- Analyse granting possibilities within governmental, institutional and private sources in the Netherlands as well internationally;

- Fine-tune and implement RAINs fundraising strategy;

- Develop partnerships (relations) with (potential) funding partners in the Netherlands as well as internationally;

- Develop and implement RAINs communication plan and produce promotion and communication materials in order to increase RAINs visibility and outreach;

- Actively support RAIN PMU activities, like contributing to the preparation of the donor- and progress reports, team meetings, strategic issues and overall RAIN challenges.

Qualifications

A relevant degree (MSc) in e.g. development economics, communication or commercial background and extensive knowledge of and experience in fundraising, promotion and communication are essential.

- Minimum of five years of experience in a fundraising role, working amongst others in a donor centered fundraising environment;

- Demonstrated success at developing and implementing strategic fundraising plans and obtaining subsidies and gifts from a variety of donors (e.g. governments, individuals, foundations and private sector);

- Demonstrated success at enlarging the outreach of an organization by active and creative promotion activities;

- Bring in a wide and strong network that increases the chances for, and enables RAIN to attract funding and increase its outreach;

- Strong communication skills in (social) networking and networking ability;

- Be fluent (written and oral) in English and Dutch and preferably French;

Job description

The RAIN Foundation is looking for a Programme Officer Strategic Development & Partnerships (Programme Officer SD&P) to take the lead and support in strategic organisational development, knowledge management, (inter)institutional learning and partnership development with preferably several years of relevant experience in development work. Currently, there is a great challenge and opportunity at RAIN to expand the strategic partnership network, in the South as well as in the North, in order to build and strengthen partnerships at (inter)national levels for funding purposes and strategic expansion of the RAIN programme. (S)he will increase RAIN’s outreach by establishing and strengthening partnerships with relevant organisations in the Netherlands and internationally. (S)he plays an important role in communicating with and building partnerships on (inter)national levels for funding purposes (to support the Fundraising & Communications Expert) and expanding the RAIN programme.

RAIN is at the brim of expanding its scope and network. RAIN is therefore looking for a person with a strategic vision and practical insights for the further development of the RAIN programme itself as well as the integration of new opportunities into the programme. RAIN, being an implementation network, has various programme components which could be further developed and/or integrated into the programme, such as identifying and improving Research & Development topics, methodologies for water use and impact assessments, monitoring and evaluations, participatory approaches for implementation, multiple-use approach for rainwater and innovative financial mechanisms. The results of this strategy development will directly feed back into RAINs country programmes.

Next to this, RAIN wishes to expand its programme to other countries. The Programme Officer SD&P will be responsible for assessing the feasibility and applicability of the RAIN approach in other countries and will actively identify organisations in these countries to implement the RAIN programme.

- Actively support RAIN PMU activities, like contributing to the preparation of the donor- and progress reports, proposal development, team meetings and overall RAIN challenges.

Qualifications

ARD, Inc. seeks Infrastructure Manager, Senior Level, Senegal Water and Sanitation Program [no deadline mentioned]

ARD, Inc. (http://www.ardinc.com) is accepting expressions of interest from qualified candidates for a major infrastructure program in Senegal. This USAID-funded, five year program will work in Dakar and selected provinces to oversee installation and rehabilitation of water and sanitation infrastructure, and will provide guidance to all field offices in these activities.  The Infrastructure Manager will also support strengthening small-scale private providers of products and services and water user associations.  Key activities include addressing technical design specifications, supervising tenders and contractors and developing a catalogue of water and sanitation technical options. French and English competency required. The Infrastructure Manager will report to the Project Director.  His/her work will be coordinated and supervised by the Deputy Project Director. He/She will consult with ARD’s Home Office Senior Technical Advisor who, with the Project Director will participate in the Infrastructure Manager’s Performance Reviews.

Responsiblities: The main tasks of the Infrastructure Manager will include, but are not limited to the following:

– Provide technical leadership on all water and sanitation technical designs.

– Provide direction, supervision and mentoring to the Field Infrastructure Specialists in the field offices.

– Assist with the development of job descriptions for local hires and/or consultants.

– Ensure quality control in all aspects of design, materials, and construction.

– Work with appropriate specialists in developing and implementing monitoring and evaluation systems that will monitor the results of infrastructure activities.

– Lead efforts in helping communities understand and decide their technical and infrastructure options.

– Help develop guidance for communities in the preparation of local WSS development plans.

– Travel to Ziguinchor in years 1 and 2 and to other locations within Senegal beginning year 2.

– Participate and contribute as required in all work planning and evaluation activities.

– Under direction of the Project Director, support the work of personnel in other programming components.

– Additional tasks to be determined by the Project Director and ARD’s Senior Technical Advisor.

Qualifications:

– Civil or environmental engineering degree.

– Significant experience in integrated community development or social infrastructure projects with a water/sanitation/health (WASH) focus.

– Must have experience in coordination and partnership with government, private sector service providers, financial institutions (including micro-finance) and donors.

– Experience with programs that implemented successful systems for financial, engineering, and environmental due diligence.

– Experience in working with multi-disciplinary teams on integrated WSH programs that ensure that infrastructure outputs are sustainable.

– Knowledge of the sanitation sector in Senegal: Casamance experience is desired.

– Must have significant experience programming within municipal/district planning, funding, and implementation cycles in Senegal.

– ECOWAS nationality and French language  skills required.

Duration: The project is for 3 years with an optional 2 additional years.

Terms of Reference: Individual Contract:
Somali Region Water Sector Review

The Regional Government of Somali Region, in particular, the Somali Water, Mines and Energy Resource Development Bureau (SWMERDB) would like to carry out an in-depth water sector review in 2009/10, informed by a comprehensive scoping study. The study and subsequent review will take into account Somali’s unique demographic, social, economic and hydro-geological context, in particular, the pastoral nature of a sizeable proportion of its population, and accommodate the views of government and non-government actors. Both the scoping study and the review will be designed to inform the development of a Regional Water Sector Development Plan and Plan for Accelerated Development to Eliminate Poverty (PASDEP, in essence the National Poverty Reduction Strategic Plan) in the context of the WASH Universal Access Plan 2006-2012.

Working with the Regional Steering Group and in particular the SWMERDB, guided by UNICEF and informed by other stakeholders, the consultant is to conduct a rapid water sector scoping exercise covering water supply, water for irrigation and hydro-power, based on existing information and informed by interviews with key informants and a number of visits to different parts of the region. The resulting report should include (i) the Somali and National context, with specific reference to demographics and the pastoral nature of much of Somali society (ii) water sector status in the context of development planning (iii) water sector policies, plans and budgets (iv) capacity analysis of different stakeholders and (v) a SWOT analysis.

The development of the water sector scoping report is based on a number of activities, set out below:

1. Desk study of existing documentation. The consultant will work from home base to review existing documentation, which will be collated and sent to him/her electronically or couriered by UNICEF (5 days input, resulting in a short inception report
2. Initial meetings and stakeholder interviews at Federal level, focusing on Ministry of Water Resources, major donors (World Bank, African Development Bank, DfID, prominent NGOs active in the Region, UNDP and UNICEF); collated an review additional documents
3. Initial meetings and stakeholder interviews at Regional level, focusing on (i) the Regional Steering Group involving key Government stakeholders representing the line bureaus involved, reporting to the Regional Cabinet; the SWMERDB; major NGOs active in the Region’s water sector, private sector entities and agencies including UNICEF. Structure of scoping report to be agreed with Regional Steering Group
4. Field visit to at least five different Woredas in four different Zones in the Region, meeting government representatives at different levels and local communities (25 days input). The final selection of locations will be agreed by UNICEF and the Regional Steering Group.
5. Follow up discussions in Jijiga and Addis Ababa
6. Working from home base, and using the information collected, draft the scoping report. This will then be reviewed by the Regional Steering Group, UNICEF and other relevant actors
7. Complete the scoping report, taking into account comments received

Total input is estimated as 60 working days over a 14 week period. Deliverables include a short inception report based on review of documents received; a first draft of scoping study, and a final draft taking into account recommendations made by the review panel.

Minimum Qualifications

  • Masters or PhD in Water Supply, Water Resources or other relevant field from an accredited University
  • At least ten years relevant experience, supporting the development of national or sub-national water supply / water resources policy, strategy, and plans in a development context
  • Specific experience of developing water sector scoping studies, associated development plans and related pieces of work
  • Specific experience of water resource planning / allocation in support of livelihoods in a pastoral / semi pastoral context
  • Able to collate, review and analyse a considerable volume of information in a relatively short timeframe
  • Excellent listening, presentation and report writing skills
  • Specific experience of Ethiopia / Horn of Africa useful but not essential

• University degree in one of the disciplines relevant to the following areas: Public Health, Civil Engineering, Mechanical Engineering, Geology, Hydrology, Sanitation Engineering, or a field relevant to international WASH related development assistance.
• Additional training in Health Education or Communication for Development (Programme Communication), an asset.
• Two years of professional work experience in the UN or other international development organization or private sector and national government and field work experience.
• Background/familiarity with Emergency preparedness and response (and the IASC Cluster approach).
• Essential professional knowledge of one of the technical areas of UNICEF programmes.
• Essential Technical Knowledge of theories, principles and methods in one or more of the following areas: Communication for behavior change, WASH in schools, rural water supply projects implementation, planning, evaluation, appropriate water supply and quality technology i.e.: community based water supply, controlling water borne related diseases.
