<strong>Workplace</strong><br />
Based in one of our field programmes in Afghanistan, DR Congo, Madagascar, Somalia, Southern Sudan,<br />

<strong>Starting Date</strong> : January 2010</p>
<p><strong>Contract Details</strong> : This position is not currently open, but frequently required in the Field<br />
Open-ended contract, 100%, minimum 1 year</p>

<strong>Project Overview</strong><br />
WatSan projects contribute towards increased access for the beneficiaries to appropriate water and sanitation<br />
facilities, in combination with promotion of safe hygiene practices.<br />
<strong>Responsibilities</strong><br />
To effectively manage the water and sanitation project in line with the objectives, budget and timeframe laid<br />
down in the current proposal under the overall guidance of the WatSan Coordinator.<br />
<strong>Qualifications</strong><br />
• Higher level qualification in a technical field, preferably in water and sanitation<br />
• BSc/MSc in Water, Hydrology, Environmental Engineering or Management desirable<br />
<strong>Experience<br />
</strong>• 2 years work experience post qualification<br />
<strong>Medair standard working requirements for the field</strong><br />
• Minimum 12 months professional experience in a relevant field<br />
• Minimum 3 months overseas work experience<br />
• Committed Christians and strong adherence to Medair values<br />
• Strong English communication skills (oral and written)<br />
• Able to live and work with a multicultural team under difficult conditions<br />
• Strong character traits, including emotional stability, adaptability, ability to handle stress, cultural and gender<br />
sensitivity, honesty<br />
• Single or married &#8211; without children, no dependent children<br />
• Successful completion of Medair’s Relief &amp; Rehabilitation Orientation Course (ROC)<br />

<strong>Overview of project<br />
</strong>The projects Medair is currently implementing are a USAID/REACH BPHS programme for the Badakhshan Provincial districts of Ragh, Khwahan, Two Food Aid/food security projects in Badakhshan and Behsud, and a WatSan project in Behsud. Medair anticipates developing new projects in the Health and Water and Sanitation sectors and disaster preparedness / mitigation.<br />

<p>Multi-sector relief programme including: Rapid emergency water and sanitation and health response, provision of Primary Health Care; Health and Hygiene promotion; Safe water provision; NFI distribution; to assist in reducing morbidity and mortality in vulnerable populations of Southern Sudan.</p>

<p>The &#8216;Water Is Life&#8217; Partner Institutions wish to recruit 8 PhD researchers, each with a start date of 1st January 2010. All PhDs are fully funded for 36 months and successful candidates will be required to spend time in both Ireland and Uganda as part of their course of study.</p>
<p>Practical work experience, particularly in a developing country, would be an advantage for many of the projects.</p>
<p>The PhD scholarships will include:</p>

<p>Under the general guidance of the Programme Coordinator, you will be responsible for the development, design, planning, implementation, monitoring and evaluation of the Water and Environmental Sanitation Programme within the country programme. You will link Government, Donors, NGO and other organizations of civil society. You will act as key adviser to government on WES related policy development and by doing so positions Children&#8217;s issues in national processes such as SWAP, PRSP and budget supports they relate to the WES Sector. You will also be responsible for capacity building for strengthening of Community Based Management of WES facilities, promotion of WES related practices and monitoring, as well as monitor performance of existing technologies for water supply and sanitation and promote low cost sustainable options for standardization and scaling up.</p>
<p>Your profile:<br />
Advanced university degree in Water Supply or Sanitary Engineering or Geology or Geophysics, or other related fields.<br />
Eight years of relevant progressively responsible professional work experience at the national and international levels in programme planning, management, monitoring, and evaluation, in Water Supply ad sanitation or related fields.<br />
 Current knowledge of the latest developments and technology, in the field.<br />
Proven ability to conceptualize, plan and manage programmes, as well as to impart knowledge and teach skills.<br />
Leadership, supervisory and managerial skills.<br />
Good analytical, negotiation, communication and advocacy skills.<br />
Demonstrated ability to work in a multicultural environment and establish harmonious and effective working relationships both within and outside the organization.<br />
Computer skills, including internet navigation and various office applications.<br />
Fluency in French another UN language required. Knowledge of the local working language of the duty station is an asset.</p>

			<content:encoded><![CDATA[<div class='snap_preview'><br /><p>The UNESCO-IHE Partnership Research Fund (UPaRF) announces an interdisciplinary post-doctoral research programme to investigate the many challenges of adapting to climate change from different water related perspectives (PRoACC).</p>
<p><a href="http://www.unesco-ihe.org/PRoACC">PRoACC</a> has identified a number of interrelated research topics and intends to provide 7 post-doctoral research fellowships, each for an estimated duration of 18 months.</p>
<p>All researchers will be based part-time at a partner institute in their home country or another country and part-time at UNESCO-IHE in The Netherlands (generally 4 months).</p>
<p>The following positions are planned, the project leader of UNESCO-IHE are given in brackets.</p>
<p>On river basin and coastal management issues in the Incomati-Maputo Basin in Southern Africa, <strong>four positions</strong></p>
<p>On urban water management issues in yet to be decided locations, <strong>two positions</strong> related to the following three fields:</p>
<ul>
<li>Waste water management: Design of wastewater systems which are more flexible to varying demands in terms of quality and quantity, both between years and between seasons of the year, taking into account the notion – from wastewater discharge to agricultural fields (Prof. P. Lens)</li>
<li>Urban drainage: Design and modelling techniques that can make urban drainage systems more resilient and flexible over a larger range of future weather/climatic events. (Prof. D. Brdjanovic)</li>
<li>Water supply engineering: Robust, natural water treatment approaches to deal with climate variability: bank filtration, aquifer recharge and recovery, and soil aquifer treatment (Prof. G. Amy)</li>
</ul>
<p>On institutional issues (location to be decided) <strong>one position</strong> related to:</p>
<ul>
<li>Institutions for adaptation: How to assess the adaptive capacity of institutions, and how can the ability of social actors to deal with climate change be enhanced (Prof. J. Gupta)</li>
</ul>
<p><strong>Requirements</strong> include:</p>
<ul>
<li>Recent PhD degree (not more than 5 years since graduation)</li>
<li>Demonstrated experience in conducting interdisciplinary research and a track record of publications in peer-reviewed journals</li>
<li>Fluency in English</li>
</ul>
<p>The post-doctoral researchers will be offered a fellowship through the partner institute, covering the salary costs (including indirect costs) for a period of 18 months and an additional allowance during the time in the Netherlands.</p>

The multi-year projects will include focus on improving urban water supply and sanitation, furthering sanitation and hygiene initiatives, and improving access for the poor.  Projects may encompass the following technical areas:</p>
<ul>
<li>Urban water utility strengthening and capacity building</li>
<li>Urban water supply and sanitation systems</li>
<li>Public-private partnerships for water and sanitation systems</li>
<li>Water/environmental finance</li>
<li>Non-revenue water</li>

<p>The Chief of Party will provide overall project leadership and vision, as well as ensure that all project objectives and deliverables are met in a timely and efficient manner. He/she will supervise the project team and serve as the key liaison with USAID and counterpart organizations.</p>
<p><strong>Requirements include</strong>:</p>
<ul>
<li>Ten to fifteen (10-15) years of strong program/project management or utility management within the water and sanitation sector.  Prior leadership experience on USAID projects is required.</li>
<li>1) Master’s degree in civil, environmental or sanitary engineering, or related environmental studies; OR  (2) Master’s degree in water resources management;  OR (3) Bachelors degree in the above-named disciplines with JD.</li>
<li>Water and sanitation experience in Indonesia or Southeast Asia</li>
<li>Fluency in written and spoken English.</li>

<p>This post aims to take responsibility for and focus Concerns WASH (Water Sanitation Hygiene) activities under the Health sector, in order to allow the engineering activities to focus on supporting all programme sectors.  It will achieve this through :</p>
<ul>
<li>Acting as the overall coordinator for the WASH activities in Concern&#8217;s Liberia programme.</li>
<li>Developing a Concern Liberia strategy and policy on WASH interventions</li>
<li>Identifying WASH local partner organizations in Liberia</li>
<li>Ensuring/developing adequate staffing and partner capacity to undertake WASH interventions</li>
<li>Improving the quality of WASH programme methodology and implementation through effective procedures, practice, standards and guidance documents</li>
</ul>
<p><strong>Requirements</strong> include:</p>
<ul>
<li>Qualifications in a discipline related to WASH/Environmental Health, particularly including ‘software’ aspects</li>
<li>At least 3 years practical experience in development and implementation of WASH programmes (construction of WASH infrastructure (hand-dug wells, boreholes,  latrines, drainage), implementation of hygiene promotion campaigns)</li>
