The Chief of Party will coordinate and oversee all aspects of the implementation of an anticipated new Water and Sanitation program. The Chief of Party will be responsible for program quality with an emphasis on building the capacity of local staff, NGO partners, and government counterparts. This role will require a solid background in water and sanitation development, plus a combination of capacities in community development and natural resource management. The Chief of Party will be responsible for project and budget management; staff supervision; donor relations; Monitoring & Evaluation; recruitment, retention, and capacity building of staff; and coordination/collaboration with other CRS departments.
Length of Assignment: until September 30, 2013
Requirements include:
- Minimum Masters Degree in the area of Water and Sanitation, Community-Based Natural Resource Management, Irrigation, or related field
- Minimum 5 years experience in program management in developing countries.
- Prior management of USAID funding and familiarity with USG policies and procedures preferred.
- Excellent English and French language oral and written communication skills required; Malagasy language skills a plus.
